Ensuring transparency and efficiency in the process of building permit issuance procedures is very important within the scope of disaster preparedness activities at the local level As part of ISMEP, we carried many innovations in this field into effect together with local municipalities, Bagcilar and Pendik.
With pilot schemes we initiated in Bağcılar and Pendik municipalities, we supported the existing process of building license and inspection being carried out more efficiently.
Within this context, we provided arrangement of geographical-based data oriented to build up the geographical information system, and we provided integration of these data with non spatial data. We have conducted digitalization of the documents in urban planning archives, such as deeds, licenses and statements, with the national address database together. At the same time, we carried out infrastructure works in order to establish electronic document management system, helpdesk and call center with the purpose of organizing workflow in a directorate and between directorates at the municipality, and increasing the capacity of serving better to our citizens.
All documents such as construction plans, building licenses, and inspection reports have been transferred to digital environment, and so, digital urban planning archive was created. With an e-signature supporting electronic document management system, all relevant documents and papers can now be created or distributed digitally.
Local government staff has also access to files from their computers without any need of physical documents and work on processes so much faster thanks to this studies that are designed as subsidiary to e-municipality works of municipalities. Also, citizens may convey their demands and complaints to municipalities via website and call center without appearing physically.
